No it is not a phone. It’s a phone book manufactured and sold in USSR back in the 80s.

Mechanical dial was used to look up records on selected letter. Each hole on the dial contains Cyrillic letters used in Russian language. There is no electronic components inside: dial is connected to metal hook, located inside, which opens a book on required page.
